INLAND EMPIRE, CA – During IEUA’s Board Workshop on December 3, 2025, the Inland Empire Utilities Agency’s (IEUA/Agency) Board of Directors held its election of officers. Effective January 1, 2026, Director Steve Elie was elected to serve as the Agency’s Board President and Director Jasmin A. Hall was re-elected to serve as the Agency’s Board Vice President and representative to the Santa Ana Watershed Project Authority (SAWPA) Commission. Additionally, Director Michael Camacho was elected to serve as the Agency’s Secretary/Treasurer and re-elected to serve as the Agency’s representative to the Metropolitan Water District of Southern California’s (MWD) Board of Directors and the alternate representative to the SAWPA Commission.

“I am humbled and excited to have been unanimously elected by my colleagues to serve as Board President at such a pivotal time for our Agency and water management generally,” stated incoming Board President Steve Elie. “Faced with emerging regulations and the unpredictability of our imported water supplies, IEUA will continue to invest in resilient infrastructure and build sustainable solutions that protect public health and expand access to a high-quality water supply for future generations. I look forward to working with my fellow Board members, staff, and our customers and partners to further the Agency’s mission and continue our innovative path forward.”

Director Elie, who will begin his term as Board President come the new year, was first elected to the Agency’s Board of Directors in November 2010 and has since then represented Division 3 of IEUA’s service area which includes the city of Chino, city of Chino Hills, and a portion of unincorporated territories in the city of Chino’s sphere of influence. As an environmental and water law attorney, Director Elie regularly represents public entities and public utility regulated entities in complex, multiparty litigation, and administrative matters.

Vice President Jasmin A. Hall has served on IEUA’s Board since October 2013 and previously served as Secretary of the Fontana Planning Commission and Chairwoman for the Fontana Parks and Recreation Commission. Director Hall also initiated the process that earned the Inland Empire Utilities Agency the Special District Leadership Foundation’s District Transparency Certificate of Excellence. Representing Division 4 of IEUA’s service area, Director Hall serves a large portion of the city of Fontana, a portion of the city of Rialto, a portion of the city of Bloomington, and unincorporated territories in the city of Rialto’s and city of Fontana’s sphere of influence.

Serving on IEUA’s Board since November 2008, Secretary/Treasurer Michael Camacho serves as the Chair of the IEUA Engineering, Operations and Water Resources Committee.  At MWD, he serves as the Vice Chair of the Board for Strategic Communications and Stakeholder Policy. Director Camacho represents Division 5 of IEUA’s service area which includes the city of Rancho Cucamonga and unincorporated territories in the city of Rancho Cucamonga’s sphere of influence.
