INLAND EMPIRE, CA – For the 21st year, the Inland Empire Utilities Agency (IEUA/Agency) has been awarded the Distinguished Budget Presentation Award from the Government Finance Officers Association (GFOA) for its Operating and Capital Program Budget encompassing Fiscal Years 2025/26 and 2026/27.

“The Distinguished Budget Presentation Award is the highest form of recognition in governmental budgeting and signifies IEUA’s commitment to fulfilling nationally recognized guidelines,” said Marco Tule, IEUA Board President. “IEUA is proud to be among the organizations who have contributed to improving the quality of budgeting across North America.”

The GFOA is a community of more than 26,000 public finance professionals across the U.S. and Canada who aim to advance excellence in government finance by providing best practices, professional development, resources, and practical research for the communities they serve.

IEUA was one of over 1,900 participants in the Budget Awards Program. In order to receive the award, the entity must satisfy nationally recognized guidelines for effective budget presentation, assessing how well the Agency’s budget serves as:

  • A policy document
  • A financial plan
  • An operations guide
  • A communication device

Budget documents must be rated “proficient” in all four categories and in 14 mandatory criteria within those categories. The Agency’s Budget also received special recognition in the Performance Measures and Capital Program categories, given when all reviewers provide the highest possible score.

“We proudly accept this award for the 21st year on behalf of the hard-working staff in the Finance Department who consistently uphold the Agency’s commitment to transparency and fiscal responsibility,” continued Board President Tule. “Their thoughtful stewardship and dedication resulted in a clear and well-organized document deserving of this recognition.”
