California Regional Water Quality Control Board (RWQCB)
The RWQCB issues the necessary permits for IEUA to produce and distribute recycled water to its member agencies. RWQCB enforces Title 22 regulations set forth by the California Department of Health Services. Self-monitoring is required to ensure water quality standards are being met. Data from daily monitoring are compiled by IEUA into reports, that are to be subsequently filed with the RWQCB.

California Department of Public Health Services (DPHS)
IEUA Recycled Water consistently meets the water recycling criteria set forth by the DPHS.
The Water Recycling Criteria are contained in the California Code of Regulations, Title 22 prescribe the following:
• Quality and level of treatment required for allowable uses
• Use area requirements for recycled water, and
• Safety and reliability features
