paul-hoferPAUL HOFER – President (Term: 2018-2022)
Representing Division 2 – Large portion of city of Ontario and portion of the unincorporated territories in the city of Fontana’s sphere of influence.

  • Dir. Hofer was appointed to the Agency’s Board of Directors in August 2016, was elected to the Board in November 2016 and re-elected November 2018.
  • Dir. Hofer serves as the Chair of the Inland Empire Regional Composting Authority Board.
  • Dir. Hofer has been a resident of Ontario since 1947.
  • Dir. Hofer serves as a Committee member on the Agency’s Finance & Administration Committee, and the Community and Legislative Affairs Committee, and as an alternate Committee member on the Engineering, Operations & Water Resources Committee.
  • Dir. Hofer serves as the Agency’s alternate representative for the Association of Special Districts.
  • Dir. Hofer has served on the Chino Basin Watermaster Board of Directors as a representative for the Agricultural Pool since January 1998.
  • Dir. Hofer also serves as a Director for the Oversight Board of the Successor Agency to the Ontario Redevelopment Agency.
  • Dir. Hofer is a farmer who resides and works at the Hofer Ranch, the family homestead since 1882.

JASMIN A. HALL – Vice President (Term: 2018-2022)Hall
Representing Division 4 – Large portion of city of Fontana, portion of the unincorporated territories in the city of Fontana’s sphere of influence, portion of Rialto, and portion of Bloomington (Unincorporated territories in the city of Rialto’s and city of Fontana’s sphere of influence).

  • Dir. Hall was appointed to the Board of Directors in October 2013, elected November 2014 and re-elected November 2018.
  • Dir. Hall serves as Chair on the Agency’s Finance & Administration Committee, and Chair of the Community and Legislative Affairs Committee, and as the Agency’s alternate on the Audit Committee.
  • Dir. Hall is also the Agency’s representative to the Association of the San Bernardino County Special Districts, California Special Districts Association (CSDA), Southern California Water Coalition, California Association of Sanitation Agencies (CASA), WateReuse Association, and Association of California Water Agencies (ACWA).
  • Dir. Hall serves as a director on the Metropolitan Water District of Southern California’s Board and serves on the following MWD Committees: Conservation and Local Resources, Legal and Claims, and Organization, Personnel and Technology.
  • Dir. Hall is the alternate representative on the Santa Ana Watershed Project Authority (SAWPA) Commission and the Inland Empire Regional Composting Authority (IERCA).
  • Dir. Hall also serves as President on the Chino Basin Regional Financing Authority.
  • Dir. Hall was appointed to the CASA Board of Directors in February 2017, and currently serves as Secretary/Treasurer.
  • Dir. Hall has extensive experience in community leadership as she has served as the Fontana Planning Commission Secretary and as Chairwoman for the Fontana Parks and Recreation Commission.
  • Dir. Hall initiated the process that earned Inland Empire Utilities Agency the Special District Leadership Foundation’s District Transparency Certificate of Excellence.
  • Dir. Hall received Recognition in Special District Governance certificate, which is designed to honor special district Board members and trustees that demonstrate their commitment to continuing education and special district governance. The recognition covers the essentials of good governance, as well as service-specific education.
  • Dir. Hall holds a M.B.A. degree with a specialization in Human Resource Management from National University, San Diego, a B.S. degree in Business Management from University of Phoenix, San Diego, and a Project Management Certification from University of California, Irvine.

KATI PARKER – Secretary/Treasurer (Term: 2016-2020)
Representing Division 1 – City of Upland, city of Montclair, San Antonio Heights (Unincorporated territories in the city of Upland’s sphere of influence), unincorporated territories in the city of Montclair’s sphere of influence, portion of city of Ontario, and portion of city of Rancho Cucamonga.

  • Dir. Parker was elected to the Board of Directors in November 2016.
  • Dir. Parker serves as on the Agency’s Audit Committee, and Engineering, Operations, & Water Resources Committee.
  • Dir. Parker serves as the Agency’s representative and Vice Chair on the Santa Ana Watershed Project Authority Commission, as well as serving on the One Water One Watershed Steering Committee.
  • Dir. Parker serves as the Agency’s representative on the Regional Policy Committee, the Oversight Board of the Successor Agency to the Upland Redevelopment Agency, and the Oversight Board of the Successor Agency to the Montclair Redevelopment Agency.
  • Dir. Parker is the representative to the Chino Basin Watermaster and the Inland Empire Regional Composting Authority.
  • Dir. Parker also serves as Secretary on Chino Basin Regional Financing Authority.
  • Dir. Parker has been a resident of the City of Upland since 2000.
  • Dir. Parker received a B.S. degree from Humboldt State University in Environmental Resources Engineering with a specialty in Water Quality.
  • Dir. Parker also holds a M.S. from the University of California, Los Angeles, in Civil Engineering with a specialty in Environmental Engineering.
  • Between 1993 and 2004, Dir. Parker worked at the Inland Empire Utilities Agencies in the Operations, Water Resources, and Engineering Departments.

STEVEN J. ELIE – Director (Term: 2018-2022)
Representing Division 3 – City of Chino, city of Chino Hills, and unincorporated territories in the city of Chino’s sphere of influence.

  • Dir. Steven J. Elie was elected to the Board of Directors in November 2010, re-elected in November 2014 and November 2018.  From 2011 through 2016 he served as the Agency’s Secretary/Treasurer. From 2017 through 2018 he served as the Agency’s Board President.
  • Dir. Elie serves as Chair of the Agency’s Audit Committee, and is the alternate Committee member for the Agency’s Finance & Administration Committee.
  • Dir. Elie has continuously served as the Agency’s representative to the Chino Basin Watermaster since January 2011.
  • Dir. Elie is the Agency’s representative to the National Water Research Institute, and he serves as an alternate for the California Association of Sanitation Agencies (CASA), and as alternate on the Chino Desalter Authority.  He is also a member of the Steering Committee of the WaterNow Alliance.
  • Dir. Elie is an environmental and water law attorney who regularly represents public entities and public utility regulated entities in complex, multiparty litigation and administrative matters, including soil and groundwater contamination matters.

MichaelCamachoMICHAEL CAMACHO – Director (Term: 2016-2020)
Representing Division 5 – Large portion of city of Rancho Cucamonga, unincorporated territories in the city of Rancho Cucamonga’s sphere of influence, portion of city of Fontana, and portion of the unincorporated territories in the city of Fontana’s sphere of influence.

  • Dir. Camacho was elected to the Board of Directors in November 2009. From 2009 through 2011 he served as the Agency’s Secretary/Treasurer. From 2011 through 2018 he served as the Vice President.
  • Dir. Camacho serves as a director for the Inland Empire Regional Composting Authority (IERCA).
  • Dir. Camacho also serves as Chair of the Engineering, Operations and Water Resources Committee, and as alternate for the Community and Legislative Affairs Committee.
  • Dir. Camacho also served as the former Vice Chairman of the Chino Basin Watermaster Board.
  • Dir. Camacho serves as the Agency’s representative to the Chino Desalter Authority (CDA), and as alternate for the Regional Policy Committee, Southern California Water Coalition, Association of California Water Agencies (ACWA), and Chino Basin Watermaster.
