SteveElieSTEVEN J. ELIE
– President (Term: 2014-2018)
Representing Division 3 – Cities of Chino and Chino Hills.

  • Dir. Steven J. Elie was elected to the Board of Directors in November 2010, and serves as the Board President.
  • Dir. Elie serves as Chair of the Agency’s Community & Legislative Affairs Committee, a Committee member of the Audit Committee, and is the alternate Committee member of the Agency’s Finance & Administration Committee.
  • Dir. Elie has been the Agency’s representative to the Chino Basin Watermaster since January 2011, and serves as the Chair of the Chino Basin Watermaster Board.
  • Dir. Elie is the Agency’s representative to the Southern California Water Committee, the Association of Special Districts, the National Water Research Institute, and serves as an alternate for the Chino Desalter Authority.
  • Dir. Elie also serves as Vice President on Chino Basin Regional Financing Authority.
  • Dir. Elie is an attorney who regularly represents public entities and public utility regulated entities in complex, multiparty litigation and administrative matters, including soil and groundwater contamination.

MichaelCamachoMICHAEL CAMACHO – Vice President (Term: 2016-2020)
Representing Division 5 – City of Rancho Cucamonga, a small portion of Fontana and a portion of the unincorporated territories in Fontana’s sphere of influence.

  • Dir. Camacho was elected to the Board of Directors in November 2009, and currently serves as the Board Vice President.
  • Dir. Camacho also serves as a Committee member on the Agency’s Community & Legislative Affairs Committee and as the Chair of the Engineering, Operations and Water Resources Committee.
  • Dir. Camacho is the Agency’s representative to the Metropolitan Water District of Southern California and the Agency’s alternate representative to the Southern California Water Committee and to the Regional Sewerage Policy Committee.
  • Dir. Camacho also served as the former Vice Chairman of the Chino Basin Watermaster Board.

HallJASMIN A. HALL – Secretary/Treasurer (Term: 2014-2018)
Representing Division 4 – City of Fontana, and portions of Rialto and Bloomington.

  • Dir. Hall has been appointed and serves on the One Water One Watershed (OWOW) Steering Committee.
  • Dir. Hall was appointed to the Board of Directors in October 2013, and elected in November 2014.
  • Dir. Hall serves as Chair on the Agency’s Finance & Administration Committee, and as an alternate Committee member on the Community & Legislative Affairs Committee and the Audit Committee.
  • Dir. Hall is the Secretary/Treasurer on the Santa Ana Watershed Project Authority (SAWPA) Commission, and serves on the Orange County Sanitation District/SAWPA Joint Policy Committee.
  • Dir. Hall is also the Agency’s representative to California Association of Sanitation Agencies (CASA), Chino Desalter Authority, and Association of California Water Agencies.
  • Dir. Hall serves as the Vice Chair for both the Inland Empire Regional Composting Authority and the CASA Utility Leadership Committee.
  • Dir. Hall also serves as President on the Chino Basin Regional Financing Authority.
  • Dir. Hall has over thirteen years of experience working on Inland Empire utility issues.
  • Dir. Hall has extensive experience in community leadership by serving as the Fontana Planning Commission Secretary and serving as Chairwoman for the Fontana Parks and Recreation Commission.
  • Dir. Hall initiated the process that earned Inland Empire Utilities Agency the Special District Leadership Foundation’s District Transparency Certificate of Excellence.
    Dir. Hall received a Recognition in Special District Governance certificate, which is designed to honor special district Board members and trustees that demonstrate their commitment to continuing education and special districts governance. The recognition covers the essentials of good governance, as well as service-specific education.
  • Dir. Hall holds an M.B.A. degree with a specialization in Human Resource Management from National University, San Diego, a B.S. degree in Business Management from University of Phoenix, San Diego, and a Project Management Certification from University of Irvine.

paul-hoferPAUL HOFER – Director (Term: 2016-2018)
Representing Division 2 – City of Ontario, the unincorporated Agricultural Preserve, and a portion of the unincorporated territories in the city of Fontana’s sphere of influence.

  • Dir. Hofer was appointed to the Agency’s Board of Directors in August 2016, and was elected to the Board in November 2016.
  • Dir. Hofer has been a resident of Ontario since 1947.
  • Dir. Hofer serves as a Committee member on the Agency’s Finance & Administration Committee, and as an alternate Committee member on Engineering, Operations & Water Resources Committee.
  • Dir. Hofer has served on the Chino Basin Watermaster Board of Directors as a representative for Agriculture since January 1998, and continues to serve as a representative for Agriculture.
  • Dir. Hofer also serves as a Director to the Inland Empire Regional Composting Authority, and is a Director for the Oversight Board of the Successor Agency to the Ontario Redevelopment Agency.
  • Dir. Hofer is a farmer who resides and works at the Hofer Ranch, the family homestead since 1882.


KATI PARKER
– Director (Term: 2016-2020)
Representing Division 1 – Cities of Upland and Montclair, the unincorporated area of San Antonio Heights, and portions of Ontario and Rancho Cucamonga.

  • Dir. Parker was elected to the Board of Directors in November 2016.
  • Dir. Parker serves as Chair on the Agency’s Audit Committee, and as Committee member on the Engineering, Operations, & Water Resources Committee.
  • Dir. Parker serves as the Agency’s representative on the Regional Policy Committee, the Oversight Board of the Successor Agency to the Upland Redevelopment Agency, and the Oversight Board of the Successor Agency to the Montclair Redevelopment Agency.
  • Dir. Parker is also the alternate representative on the Santa Ana Watershed Project Authority Commission, Chino Basin Watermaster, and the Inland Empire Regional Composting Authority.
  • Dir. Parker also serves as Secretary on Chino Basin Regional Financing Authority.
  • Dir. Parker has been a resident of the City of Upland since 2000.
  • Dir. Parker received a B.S. degree from Humboldt State University in Environmental Resources Engineering with a specialty in Water Quality.
  • Dir. Parker also holds a M.S. from the University of California, Los Angeles, in Civil Engineering with a specialty in Environmental Engineering.
  • Between 1993 and 2004, Dir. Parker worked at the Inland Empire Utilities Agencies in the Operations, Water Resources, and Engineering Departments.
