Message from our General Manager

The State’s drought conditions continue to intensify as California recorded its driest water year in a century. Governor Gavin Newsom issued an Executive Order in July calling on all Californians to voluntarily reduce water use by 15 percent. In October 2021, Governor Newsom announced that his Drought Proclamation has been extended to include all 58 counties in California, placing a drought state of emergency in effect statewide.

Preparing for the State’s drought conditions and changing climate, IEUA continues to make great strides investing in critical projects such as the ongoing expansion of Regional Water Recycling Plant No. 5 (RP-5) and the Chino Basin Program (CBP).

Addressing significant growth in the region, the RP-5 Expansion Project will expand the liquids treatment capacity to 22.5 million gallons per day (MGD). It will also include critical infrastructure to allow for the buildout of RP-5 to ultimately treat an average flow of 30 MGD, with a peak flow capacity of 60 MGD. The Agency has received a $196 million low-interest loan from the U.S. Environmental Protection Agency’s Water Infrastructure Finance and Innovation Act program to help finance this project.

The Agency’s Board recognizes the value of the CBP to the region and recently approved further study of the projected benefits of this program. This innovative, first-of-its-kind program would address water quality and water supply needs while incorporating essential environmental practices.

The RP-5 Expansion Project and CBP are prime examples of projects that address drought and water quality issues. Incorporating innovation and environmental stewardship as key components is more important than ever given regional growth and the State’s continuing drought conditions.
