Proposition 13 Highlights

The passage of Proposition 13 – the 2000 State Water Bond provided the potential funding for the IEUA Regional Recycled Water Distribution System. Prop 13 authorized the sale of bonds to make Recycled Water Construction Grants available. Additionally, Prop 13 provided funds to support additional low-interest State Revolving Fund loans for Recycled Water Construction.

IEUA, together with its contracting and member agencies, has developed all of the necessary support documents:

During November, 2002, IEUA completed a Financial Assistance Application, for submission to the SWRCB, requesting supplemental funding for Phase 1 of the Regional Recycled Water Distribution System. Phase 1 has six sub-projects with a total cost estimated to be $26,425,500. The six sub-projects are:

    • Etiwanda Avenue Pipeline
    • Wineville Avenue Pipeline
    • RP-1/RP-4 Pump Stations
    • Fourth Street Pipeline
    • North Etiwanda Avenue Pipeline
    • Philadelphia Street Pipeline
