IEUA’s is the first public agency in the nation to receive the Platinum rating from the U.S. Green Building Council’s Leadership in Environmental and Energy Design LEED™.  IEUA’s administrative headquarters takes water and energy conservation to new levels. The extensive use of recycled materials is seen throughout the interior and exterior of the headquarters complex. 

Water Recycling – Facility Operations
The Inland Empire Utilities Agency (IEUA) operates and maintains four water recycling facilities and two biosolids treatment facilities. One of the four reclamation facilities also includes biosolids treatment facilities. The four water reclamation facilities are design to reclaim wastewater received from the five member agencies and have a total combined design treatment capacity of 84 million gallons per day (mgd). Currently, all four reclamation facilities treat a total combine average daily flow of about 60 mgd. Each facility includes the necessary treatment technology to produce a high quality Recycled Water that can be beneficially used pursuant to the State of California, Title 22 regulations. All four reclamation facilities are uniquely interconnected through various diversion points within the five member agency wastewater collection systems such that influent flows between the facilities can be shifted to meet recycled water irrigation demands within the IEUA service area.

Biosolids generated from Regional Water Recycling Plant (RP) No. 1 and No. 4 are treated and dewatered at RP No. 1 while biosolids generated from RP No. 5 and the Carbon Canyon Water Reclamation Facility (CCWRF) are treated and dewatered at RP No. 2. Dewatered biosolids from these facilities are transferred to the Inland Empire Regional Composting Facility (IERCF) where it is converted to a Class A compost material pursuant to Federal Regulations, CFR-503 for beneficial reuse.

In addition to these facilities, IEUA operates and maintains Regional Plant No. 5 – Solids Handling Facility (RP5-SHF) that is specifically designed to process dairy manure and food wastes from within the IEUA service area. These wastes contain concentrated organic matter that quickly converts to usable Methane Gas.

The Methane Gas produced from each facility is used as a fuel source for engine generators that produce electricity to operate the IEUA water reclamation facilities, biosolids treatment facilities and recycled water pumping facilities. This source of fuel will also be used to operate additional engine generators in connection with the IEUA Renewable Energy Efficiency Project (REEP). All total the engine generators will produce about 30% of the electrical power (about 7,000 kW or 7.0 MW) it takes to operate all of the IEUA facilities and systems.

IEUA is also undertaking the installation of solar energy generation systems at several of its facilities to further augment power production to meet the energy demands of the those facilities. Combined, these solar power generation systems will produce about 3,400 kW (3.4 MW) of electricity and will increase the total renewable energy production to about 65% of the IEUA electrical power demand.
