WYATT
TROXEL - President
- Representing Division 5 - the City of Rancho Cucamonga
- Mr. Troxel has been a member of the Board of Directors since November 1992
- Mr. Troxel has over 36 years of experience in municipal water and wastewater activities in both the public and private sectors
- Mr. Troxel chairs the Board’s Engineering and Operations Committee
- Mr. Troxel served as the Agency’s representative to the Metropolitan Water District of Southern California Board of Directors from 1994 – 2005
- Mr. Troxel is an independent consultant in the field of wastewater treatment
- Mr. Troxel began his Agency tenure in 1985, when he assumed the post of Chief of Operations and later promoted to Assistant General Manger
- A graduate of the University of California – Riverside, Mr. Troxel holds Bachelor of Science degrees in Biology and Chemistry
- Mr. Troxel has the highest certifications in wastewater treatment plant operations in both California and Hawaii and holds a lifetime teaching credential from the California Board of Education

CATLIN - Vice President

elected as Secretary/Treasurer of the Board in January 1997, and
elected as Vice President of the Board in January 1999

Sub-Committee, and is a member of the Personnel Committee
- Agency's
Representative to Chino Basin Watermaster;
- Graduate
of Claremont McKenna College receiving his B.A. degree in Chemistry,
and he received his M.S. degree in Biochemistry from the University
of Southern California

GENE
KOOPMAN - Secretary/Treasurer
- Representing Division 2 - the City of Ontario
- Mr. Koopman has been a resident of Ontario for thirty-six years and a well-respected dairyman
- Mr. Koopman has served the residents of the Ag Preserve in a number of capacities, such as, Milk Producers Council, Founding Board Member of the Western States Dairy Producers Association, Southern California Farm Credit Association, and was appointed by the Ontario City Council to serve on the Ag Preserve Advisory Committee (APAC), with the mission to prepare a master plan amendment for the Ag Preserve
- Mr. Koopman was first appointed as an IEUA Board member in 1998
- Mr. Koopman now chairs the Financial, Legal and Administration Committee
- In 1993, Mr. Koopman received honors by the Chino Chamber of Commerce as the “Outstanding Dairy person of the Year”
- Mr. Koopman has been a member of the Agricultural and Advisory Pool of the Chino Basin Watermaster since 1978
- From 1997 – 1998, Mr. Koopman served as Chairman of the Advisory Pool for the Chino Basin Watermaster and currently serve as the Vice Chairman of the Chino Basin Watermaster Agricultural Pool
- Mr. Koopman has been appointed as the Agency’s representative to the Metropolitan Water District of Southern California (MWD) Board of Directors
- Mr. Koopman also, serves as Chair of the MWD Budget, Finance, Investments and Insurance Committee, Vice Chair of the MWD Recreation Committee, member of the MWD Legal and Claims, Communication and Legislation, Executive, Special Organization and Personnel; and Desalination and Reclamation Committees

JOHN
ANDERSON
- Representing Division 3 - the City of Chino and the City of Chino Hills
- Mr. Anderson was elected to the Agency’s Board of Directors in 1979, and served as Secretary/Treasurer from 1981-1996
- Mr. Anderson also serves as the Chair to the Agency’s Public, Legislative Affairs & Water Resources Committee, as well as, a Committee member to the Engineering, Operation and Biosolids Management Committee
- Mr. Anderson is the past chair of the Agency’s Main Office Committee and Engineering and Operations Committee
- Mr. Anderson is the President of the Inland Empire Regional Composting Authority since 2003
- Mr. Anderson is also the Agency’s representative to the Special Districts Association of San Bernardino County and is the past President twice of that organization’s Board of Directors
- Mr. Anderson also served as Director for the Chino Basin Watermaster from 1976-1994 and now serves as Agency Representative for Chino Basin Watermaster
- A lifetime resident and retired farmer in the Chino area, Mr. Anderson is a former member of the Board of Directors of the Chino Basin Water Conservation District,representative of the Chino Desalter Authority, past representative of the Regional Sewerage Program Policy Committee and past president of the Santa Ana Watershed Project Authority
- Mr. Anderson has been involved with the Boys Scouts of America for 61 years
