The mission of the Agency's Contracts and Procurement Department is to provide cost-effective, responsive, and environmentally-friendly purchasing, contract administration and customer support to all Agency Departments and its entire supplier base in a professional and ethical manner.

The purpose of the Contract and Procurement (CAP) Department is to provide value added customer service to the Agency, by acquiring goods and services at the best overall cost and value. Bids, quotes and proposals for the Agency's requirements are solicited on the BidNet Network Bid System, This bid system allows all vendors easy online access to Bids, RFP's, RFQ's, Addenda and bid results. All interested vendors must register to access this information. If you need assistance when registering, please contact a Buyer or Contracts Administrator listed in the Service Directory, and they will be happy to assist you.

Interested suppliers and vendors are encouraged to review the information provided to familiarize themselves with the Agency's purchasing practices. By helping suppliers and vendors become familiar with its process, the Agency seeks to develop relationships with suppliers and vendors who offer quality goods and services at competitive prices. Contractors and small businesses are encouraged and invited to attend pre-bid proposal meetings and business training sessions, offered annually, to learn about contracting opportunities and the various service needs the Agency has on a continuing basis.

Contracts and Procurement (CAP) regularly solicits bids and proposals for construction design, equipment prepurchase, installation and consulting services. Supporting the Agency's Construction Management (C.M.) Department in its commitment to constructing state of the art facilities and infrastructure to meet the dynamic and growing water importation, recycled water demand, wastewater collection, treatment, and disposal needs of the Agency's service area with well-managed and cost-effective solutions is an ongoing effort. The ongoing participation of contractors makes this possible. The Agency's Construction Management (C.M.) Department's charter is to provide project management services to oversee construction of water, wastewater, and energy projects that implement the Agency's Capital Improvement Program.
