The Non-Reclaimable Waste System and Its Local Discharge Limits

The Agency operates the Non-Reclaimable Waste System (NRWS) to collect industrial wastewater discharges that are high in salts or chemicals that may not be economical for reclamation. To be eligible to use the NRWS, the wastewater must have a total dissolved solids (TDS) of 550 mg/l or more.

The wastewater collected by the NRWS is conveyed to treatment facilities operated by the County Sanitation District of Los Angeles County (CSDLAC) or County Sanitation Districts of Orange County (CSDOC) for treatment and, eventually, discharge to the Pacific Ocean.

The NRWS itself is referred to as North NRWS and South NRWS. The North NRWS is to collect discharges from industries located in the northern service area (City of Montclair, Upland, Rancho Cucamonga, Ontario and Fontana) while the South NRWS is to collect discharges from industries located in the southern service side (City of Chino).

The local discharge limits for industries discharging to the North NRWS are set by CSDLAC and adopted by the Agency. These limits are showed in Table I.

The local discharge limits for industries discharging to the South NRWS are set by CSDOC and SAWPA. These local limits are also adopted by the Agency and showed in Table II.
