TERRY CATLIN - President

  • Representing Division 1, the City of Upland, the City of Montclair, the unincorporated area of San Antonio Heights, and portions of Chino and Chino Hills
  • Mr. Catlin was elected to the Agency’s Board of Directors in 1996, and served as the Secretary/Treasurer from 1996 to 1999.  
  • Mr. Catlin served as the Vice President from 1999 to 2004, and currently serves as President.
  • Mr. Catlin serves as the Chair to the Agency’s Audit Committee. 
  • Mr. Catlin is the Agency’s representative to the Regional Sewerage Program Policy Committee, and the SAWPA Commission.  
  • Mr. Catlin is a management executive in the water industry. 
  • Mr. Catlin is a local resident of more than 25 years, and earned a B.A. degree in Chemistry from Claremont McKenna College and a M.S. degree in Biochemistry from the University of Southern California.

ANGEL SANTIAGO - Vice President

  • Representing Division 4, the City of Fontana and the adjoining unincorporated areas within the City of Fontana’s sphere of influence,
  • Mr. Santiago was elected to the Agency’s Board of Directors in 2002, and served as the Secretary/Treasurer from 2003 to 2004, and currently serves as Vice President. 
  • Mr. Santiago serves as Chair to the Agency’s Public, Legislative Affairs & Water Resources Committee, and as a Committee member to the Audit Committee. 
  • Mr. Santiago is the Agency’s representative to the Association of California Water Agencies (ACWA)  and the Inland Empire Regional Composting Authority.
  • Mr. Santiago is also the Agency’s representative to the Metropolitan Water District  (MWD) where he serves as Executive Vice-Chairman of the Board. He serves on the following committees; Executive Committee, Communications & Legislation Committee, Real Property & Asset Management Committee, and Business & Finance Committee.

MICHAEL CAMACHO - Secretary/Treasurer

  • Representing Division 5 - the City of Rancho Cucamonga, a small portion of the City of Fontana and a portion of the unincorporated territories in the City of Fontana’s sphere of influence.
  • Mr. Camacho has served on the Agency’s Board of Directors since 2009, and currently serves as the Secretary/Treasurer. 
  • Mr. Camacho also serves as a Committee member on the Agency’s Public, Legislative Affairs, and Water Resources Committee and the Engineering, Operations and Biosolids Management Committee. 
  • Mr. Camacho is the Agency’s representative to the Southern California Water Committee, and currently serves as Secretary to the Executive Committee.
  • Mr. Camacho is the Agency’s representative to the Chino Basin Watermaster, and currently serves as Vice Chair.
  • Mr. Camacho is the alternate representative for the Chino Basin Desalter Authority.

GENE KOOPMAN

  • Representing Division 2, the City of Ontario and the unincorporated Agricultural Preserve
  • Mr. Koopman has been an Ontario resident since 1969, and a dairyman since 1964. 
  • Mr. Koopman was elected to the Agency’s Board of Directors in 1998, and served as the Secretary/Treasurer from 2005 to 2008.
  • Mr. Koopman also serves as Chair to the Agency’s Finance, Legal & Administration Committee. 
  • Mr. Koopman is the Agency’s past representative to the Metropolitan Water District of Southern California, and is the Agency’s representative to the Inland Empire Regional Composting Authority. 
  • Mr. Koopman also serves as Vice President to the Chino Basin Watermaster Agricultural Pool Committee. 
  • Mr. Koopman has twenty years of tenure as Director on the Milk Producers Council, with ten of those years in the capacity of Chairman.  
  • Mr. Koopman is a founding member of the Western States Dairy Producers Association and has served nine years as a Board member to the Southern California Farm Credit Association.

JOHN ANDERSON

  • Mr. Anderson has been involved with the Boys Scouts of America for 61 years
  • Representing Division 3, the City of Chino and the City of Chino Hills.
  • Mr. Anderson was elected to the Agency’s Board of Directors in 1979, and has served as the Secretary/Treasurer from 1981 to 1996. 
  • Mr. Anderson has served as the President since 1996   
  • Mr. Anderson serves as Chair to the Engineering, Operation and Biosolids Management Committee.
  • Mr. Anderson is the Agency’s past representative for the Chino Basin Watermaster and the Inland Empire Regional Composting Authority, and has served as President since 2003.
  • Mr. Anderson was also the Agency’s past representative for SAWPA since 1998, and has served as President.
  • Mr. Anderson is also the Agency’s representative to the Special Districts Association of San Bernardino County and is the past President for two terms of that organization’s Board of Directors. 
  • A lifetime resident and farmer in the Chino area, Mr. Anderson is a former member of the Board of Directors of the Chino Basin Water Conservation District, former representative of the Chino Desalters Authority and Regional Sewerage Program Policy Committee. 
  • Mr. Anderson has been active with the Boy Scouts of America for 65 years.
  • Mr. Anderson has been married to Phyllis for 53 years, and has three children, 12 grandchildren, and one great grandchild.
